There's an intrinsic relationship between tourism and culture. Since the first reports of trips that had culture as their main motivation, in the middle of the 18th century, which were called grand tours, up to today, tourists' preferences and taste have changed. New ways of spending spare time, especially the ones that are related to the culture of the places visited, were incorporated leading to the characterization of the segment called Cultural Tourism.

This kind of tourism has been discussed by the Ministry of Culture and Embratur, culminating in partnerships, especially in the 1990’s, without establishing officially the conceptual mark.

Recently, a re-reading of the activity and the historical approach and the tourism practice of cultural character in the country and in the world resulted in the definition of a concept built from the contributions of the Thematic Technical Group of Cultural Tourism.
