The qualification program developed by Setur acts in two fronts: the structuring programs for the professional qualification of the touristic services offered in the state, and the qualification programs focused on the emergency demand, for the segments that are direct and indirectly connected with the touristic activity. Both aim at contributing in making Bahia’s tourism destinations competitive and differentiated, promoting the economical inclusion and integration and preserving the local identity. The program’s actions are aligned with the programmatic structure of the federal and state government, and in accordance with the Strategic Policy of Jaques Wagner’s government. In 2008, R$ 12 million were collected for professional formation. From this amount, R$ 4 million were applied, in 2008, in the qualification of more than 4 thousand people. The remaining R$ 8 million will be applied throughout 2009, aiming at benefitting other 16 thousand people.

The Qualification and Certification Board develops its actions through two programs: The Empowerment of Touristic Zones Program, executed with the resources of Prodetur/NE II, and the Quality Program for Touristic Services: Professional Qualification. The first one is defined by the Operational Rules of BID and constitutes a part of the Loan Contract, signed between BID, the federal government and the state of Bahia. Setur is responsible for developing strategic planning actions, professional training and people qualification.

Two professional qualification courses are offered, which directly involve professionals and touristic establishments and, indirectly, the population of the communities, increasing the level of efficiency when providing touristic services and allowing the generation of bases for the sustainable development. The year 2008 marked the conclusion of this Program in the touristic destinations of the Discovery Coast, and the launching of the Program in Salvador and surroundings. Only this year, 368 businessmen and 429 professionals, who act in the food and beverage and accommodation segments, were qualified.
